If you’re a manufacturing leader, you’re no stranger to workforce challenges. But a recent federal policy shift may be flying under the radar—and it could have a major impact on your labor force.
On March 25, 2025, the Department of Homeland Security (DHS) officially terminated the CHNV parole programs. These programs, launched in 2022 and 2023, allowed nationals from Cuba, Haiti, Nicaragua, and Venezuela to enter the U.S. under temporary humanitarian parole and apply for work authorization. Over half a million individuals have entered the country under these programs, and many have found employment in sectors like manufacturing, warehousing, and logistics—industries where hands-on labor is the engine of the business.
The government has set April 24, 2025, as the final date of lawful presence for most individuals under the CHNV programs. After that date, unless a person has secured another immigration status, they’ll no longer be eligible to work in the U.S. This means thousands of workers could lose their employment authorization overnight—and manufacturers could lose skilled, reliable employees just as demand is ramping up for spring and summer production cycles.
If your company directly employs CHNV parolees or relies on staffing partners who do, your labor force could shrink rapidly without warning. Gaps in your line could lead to missed orders, delayed shipments, and lost revenue. And if employment eligibility verification hasn’t been consistently monitored, you may face compliance risks as well.
At QPS, we’re already working with our manufacturing clients to audit workforce rosters, identify potential risk areas, and create proactive staffing plans. Here’s how we can help:
- Immediate Access to Authorized Talent: We maintain a pipeline of qualified, E-verified candidates ready to work—so you’re not left scrambling.
- Compliance Expertise: We handle employment eligibility verification and I-9 processes, giving you confidence that your workforce is fully authorized.
- Workforce Agility: Whether you need a temporary boost, temp-to-hire options, or full-time placements, we offer scalable staffing solutions to keep your lines running.
This isn’t just an immigration policy issue—it’s a business continuity issue. If you’re unsure whether your workforce could be affected, now is the time to partner with a staffing firm that understands both the legal landscape and the pressures of modern manufacturing.
Let’s talk about how we can help you stay ahead of the changes and keep your operations moving smoothly. Together, we’ll make sure you’re prepared for whatever comes next.
